Only Charge Once For Retouch Option On An Image When Multiples Are Ordered

Currently, I have retouch options available in my product base. But if a customer orders multiple copies of the print it charges them the retouch option for both copies, when I only want to charge them once per retouch. Is there a way to fix that so a retouch option is only charged once per image and not per product? Thank you.

"Image Options" in your price list. That is exactly what they are for.
