Possible Problem With "tax Rate For All Pickup Orders"

This may be a bug. 99% of my business is local to my location, but occasionally I will have a customer out of state place an order and mark it for pickup at the studio. If the order is to be picked up, regardless of the billing address, I want my state tax to be charged.

I have filled in the Tax Rate for all Pickup Orders at 6.0000%. The option I have for Studio Pickup has "This option is for a pick up " checked. 

It doesn't happen often, but for the second time this year, I had an order placed from out of state, marked for pickup, and the 6% tax was not charged.

My next step will be to delete the pickup option I have and create a new one to see if this helps. Before I do that, has anyone seen this issue, or does anyone have a suggestion? Thanks.

Is it possible the item they purchased is not marked as taxable?

The item is a collection. It is marked as taxable. I wonder if it being a collection has anything to do with it?

I don't why that would be then.

You can email me the following for me to look into it: 

1) The link / URL to your Sytist admin (where you log into your Sytist admin).

2) Create me an admin account by clicking Admins in the main menu, or send me your admin username and password.

3) The order number.
