Did The Lastest Update Tweak Something In Paypal?

A client just sent me a screencap that said they were unable to Pay-in-4 via Paypal ( screenshot attached ) .. but I have been getting pay-in-4 orders, and no-one has complained this is not available before?

The only thing I have changed is applying the update, which has ( I think? ) made a couple of little bugs - the others are:  being unable to re-send a copy of an order .. and if I cancel a cart, the pop up stays on screen doing nothing and you have to notice the dimmed screen behind, override the popup and fo there to press "yes, I want to delete this item from my cart"
