Image Options For Pre-order

I would like to add an option for "Add Retouching + $3" I tried using the Image Options setting on the price list but I think that only works for when an image is actually selected. Is there a different way to add something like this to an order without adding it to each pre-order item?

The only way I can think of with pre-orders is to create a product just for that (like you would create a print or download).
