That looks like something in your watermark file is triggering "mod security" on the server. Mod security is good but also has false positives. You would need to contact your host to whilelist the rule you are triggering.

Hi, I've turn off "mod security" on web hosting server. I still hit the same error when uploading my own watermark.

The error in your screenshot references wordfence so that is probably the culprit.
