Error 406 - Layouts

I am trying to create a layout similar to Standard that doesn't show the date and time. Whenever I try to edit or create a new layout, I receive this message:
Error 406 - Not Acceptable
Generally a 406 error is caused because a request has been blocked by Mod Security. If you believe that your request has been blocked by mistake please contact the web site owner.

The request has been blocked by Mod Security.
You will need to contact your hosting support and let them know you are triggering Mod Security and they can whitelist the rule you are triggering.
